The ones who made Rama of 'Rendezvous with Rama' by that Clarke chap. Or does he maybe mean the ones who spoke Latin and built walls to keep Scotland in?

Vorlons, presumably...

Babylon 5 had more Elder Races than you can shake a stick at - shadows, vorlons, the walkers of Sigma 957, Lorien, the thirdspace horrors, and a bunch of others which didn't even get names.

Surely it's got to be the Hainish. I don't know details of some of the others, but I bet they never populated a planet with genetically engineered hermaphrodites just to see what would happen to sexual politics. Then felt bad about it (and other deeds) for aeons.
